On October 23rd, 2013 an anonymous complaint came in about a dog being abandoned in a home. It was only attended to for 10 minutes once a week and after three months the person coming by stopped showing up.  After numerous visits by NJSPCA Officers Rizzo and Rudolph, and with help provided by Secaucus Police and Secaucus Animal Control, the dog was removed.  Ms. Lenore Francis, after stating that it was “Gary Busch’s” responsibility to take care of the dog,  fled to Florida.  After months of trying to find “Gary Busch”, Ms. Francis returned to New Jersey and was served summonses and charged with 4:22-17a4 and 4:22-26t which are failure to provide the animal with necessary care and abandoning a domesticated animal.  Ms. Francis was found guilty last week of both charges and received fines exceeding $2000 and a lifetime ban on animal ownership in the state of New Jersey.  The dog, a collie mix now renamed Kelvin, is resting comfortably with a new family in Secaucus.
